Stalin wanted, among other things, to expand his influence in Eastern Europe and demanded Finland move its border with Russia back along the Karelian Isthmus, relinquishing 16 miles of territory. He also wanted to lease territory on the Hanko Peninsula for a naval base. The Finns declined Stalin's offers.
