Germany began the change in May of 1916. It wasn't a popular action with the people of the U.S., so Congress repealed the law after the end of the war, over the veto of President Wilson. During World War II, President Roosevelt brought it back for a year, calling it 'war time.' That mandate ended in September 1945.
