Since 1971, import of the traditional savory pudding has been banned in the U.S. The reason: Haggis is made using sheep's lung, which is prohibited for use as human food by the U.S. Department of Agriculture (USDA). According to Vice, the USDA's ruling has to do with food safety regulations. Scottish officials have lobbied to have the ban lifted, but efforts to date have been unsuccessful. As a result, some restaurants and caterers have created American versions of the dish, which don't contain sheep's lung but may include other traditional ingredients, such as liver, heart, oatmeal, onion, and spices.:
