But when Sanballat the Horonite and Tobiah the Ammonite heard this, it displeased them greatly. Their anger was both politically and religiously motivated. They represented the people of Sumaria, to Judah’s north, and Ammon, to the east. They spent a lot of time jeering at Nehemiah and his workers. “What are these feeble Jews doing?” they cried. “Will they restore the wall themselves? If a fox jumps up on that wall, he will break it down!” When their verbal mockery wasn’t enough to dissuade the builders, Sanballat and Tobiah plotted to come together with the Ashdodites, west of Judah. Now Judah, with its unfinished wall, was completely surrounded by enemies. Nehemiah and his workers continued building, with swords strapped around their waists. They slept in their clothes and took turns on construction duty and guard duty. The Lord confused Sanballat and Tobiah’s plans and protected the men of Judah and they were able to finish the wall.:
