After Colorado became an official U.S. territory, it needed a unique seal for use on official documents. The first Territorial Governor William Gilpin assigned the design of the new seal to L.C. Weld, the Secretary of the Territory. When Weld brought the governor his initial draft for the seal, the governor approved of the design but felt it needed a state motto to complete it. When asked what motto would be appropriate, Gilpin reportedly responded, "Nil Sine Numine."
