...The Winter War was a military conflict between the Soviet Union (USSR) and Finland lasting three and a half months from 1939 to 1940. The war began with the Soviet invasion of Finland on 30 November 1939, three months after the outbreak of World War II, and ended with the Moscow Peace Treaty on 13 March 1940. The League of Nations deemed the attack illegal and expelled the Soviet Union from the League.

Step 2 : Answer to the question "Who fought the Soviet Union in the Winter War in 1939?"

Finland:

Soviet Leader Josef Stalin began Russia's dispute with its neighbor Finland in 1939. Stalin wanted, among other things, to expand his influence in Eastern Europe and demanded Finland move its border with Russia back along the Karelian Isthmus, relinquishing 16 miles of territory. He also wanted to lease territory on the Hanko Peninsula for a naval base. The Finns declined Stalin's offers. In November, Stalin sent his Soviet Red Army to invade Finland with half a million troops. Source: History.com
